Voted so far counts absentee ballots the City of Troy has received back, from the clerk's daily absentee report. It does not include anyone who votes in person.
"Ballot not mailed yet" means the voter has returned an absentee ballot application
to the city, and the clerk has not mailed the ballot yet (APPRETURNED = Y,
BALSENT = N).
Mailing dates are as close as the report allows: it records whether a ballot has been mailed, never the date, so "mailed Oct 1" means it was not mailed in the previous report and was in this one.
Houses to go on the knock map are houses nobody has knocked, flyered or mailed, and where no absentee ballot has gone. A house where a ballot has come back is off the map.
